The project began with a conditions assessment in 2017 to evaluate the current and future needs of Dare County’s existing EMS stations. In 2021, the County issued a service order under its Capital Improvement Plan to replace and/or renovate all nine EMS stations.
Station #1 – Kill Devil Hills, Station #4 – Southern Shores, Station #5 – Nags Head, Station #6 – Rodanthe, and Station #9 – Kitty Hawk will be replaced with joint-use EMS and fire department facilities. Kill Devil Hills, Nags Head, and Rodanthe currently serve as dual-use fire stations. Station #2 – Manteo and Station #3 – Frisco will be renovated and expanded to provide a public meeting area and additional sleeping rooms. Station #7 – MedFlight will include new crew quarters and an expansion of the existing MedFlight hangar.
Station #8 – Manns Harbor includes an expansion and renovation of the existing fire station bays, a new separate two-bay EMS station, and potential renovations to the on-site community center.
The projects are being completed in phases using the Construction Manager at Risk delivery method. Phase 1 included Kill Devil Hills, Southern Shores, and MedFlight. Phase 2 includes Kitty Hawk, Manns Harbor, and a new Manteo Youth Center. Phase 3 will include Nags Head, Rodanthe, Manteo, and Frisco.
